The idea behind this is nice, however, it could have helped you to sharpen the main focus a bit. Because I see the direction you were heading, but it doesn't feel believable. Also, the hand and face look very choppy. I would recommend getting Photoshop CS4 (or at least get a free trial). And use the lasso tool to cut off any hard edges and give a more natural look. I see you also have pieces of lighter parts over. Like maybe you erased something. I'm not sure if you didn't see it or if you have a dark monitor. The easiest way to go out fixing that is to select the person and multiply the layer. Then paint that layer black. Merge the layers and try blurring and sharpening as a whole, so that you can get the professional look you want. As for the background, I think it'd help out to add some random splotches of color and try motion blur and radial blur a few times. Add different layers with different settings too. Just play around with it till you get what you want. The bubbles/lens lights themselves look pretty nice, though to brighten them up I think you should try duplicating the layer and setting it to "linear dodge" or "soft light" and add more layers to change it how you want it. Also, I think it would do some good to make the bubble blower part look like it is somehow blowing the bubbles. Like add some residue of some sort.
